Facebook seems to be more for a personal use, and digg seems more for promoting websites. However, digg is beginning to have tons of spam on it, so I'd go with facebook and somehow get around the whole personal aspect of it (maybe with a fanpage/group, etc).
Both of is more effective for generating traffic. Both of going to own way to generate traffic so I don’t compare to each others.

if you are having good number of friends the go for facebook.. But also try digg, because if once you got success on digg then there is no looking back u will get good number of visitors then..
Facebook gives me a good amount of traffic. I use Digg too but it doesn't seem to bring much traffic tbh.
What ever you are using you need to do things wisely. If you target the right people facebook can get you a lot of traffic. With Digg, you need to post something catchy that will get users attention..
Why do you want to choose one amongst the two when the two are equally good. Try hands on both, its actually worth.
For me, Facebook has provided better results. You can find success with both, depending on what you're goal is. Facebook, IMO, is the king of the online world. Millions and millions of people log into Facebook everyday..
It been a loads of traffic for me from facebook as compared to digg. I agree that your article and the title should be eye-catching to get traffic from digg, but what if you are from a different niche. Facebook has helped me a lot to get traffic as it comes from my profile page, my groups as well as from my fan pages
Digg is far better for massive traffic, but they have a short attention span and will probably bounce quickly. Facebook won't bring in the truckloads of traffic, but it will be more targeted. And if you build relationships on facebook you'll do much better than just posting links.
