    Write a good quality article, have one of the readers on your site submit it, and if it's good, the diggers will digg it up.

    Following any other plan will get you banned.

    some people find latest news on internet and write the article in their own words after reading the news.Where can i find the latest news?from where i can get it?

    You need more than just writing a good article. You need to be able to grab the attention in your title, post something funny or outrageous. A post on PHP will not have the same chance as getting on the frontpage as a post about an outrageous current event. Even if its fake but looks real, it has a great chance to benefit your website.
