    Yes you can easily edit all the SEO information in the joomla website, moreover joomla uses div tags for website layout, You can see this from style.css file in your template directory.

    Joomla is the content management system while the Magento is the E-commerce platform.For the basic functions of ecommerce, VirtueMart is good enough, things like coupon has already been there and also it supports many payment gateways.

    Well, I would also like to add that Joomla and Magento both are opensource but Magento built for E-commerce, you can also use joomla for e-commerce solution but you have to integrate Joomla with Virtuemart both are enriched with many features for diffrent purposes. But Joomla is easy to start because it is less complex than the Magento. But if you would like to build a E-commerce site than I advice you to go with Magento.

    Joomla does provide some interesting SEO plug ins which can help you in building your website's optimization.

    To answer your initial question - Joomla uses div, but yes design is not depending on joomla layouts
