google has devalued edu and gov links due to the amount of spam! Directory links such as DMOZ good, but if its free, your wasting your time. 1 way links YES from authority - other websites in your niche. DEFINATELY!!!!!!! Blog commenting good especially if relevant to your site RSS - A MUST!!! Article bios - anchor text in bios have gotten me 932 backlinks in 4 months for my site for 12 articles.
In Google's webmaster guidelines, they've actually got rid of their suggestion to submit to directories. I'm not really sure why, but if they aren't suggesting it those links must be devalued. (They don't even suggest submitting to DMOZ). I never to two-way (reciprocal) links. Only one-way, relevant or high-authority links. Those are what you should be looking for...
Any link is good if the Anchor Text is on "keyword topic". All bulk linking schemes are not in favor by Google and are devalued to 0 PR (No value in doing it). Any high PR link is worth getting but don't buy it. If Google finds out that you are selling links, they set your home page PR to 0 and therefore the links go to a "very costly" PR0. Will you refund to money??? After this last update, I noticed that links that I worked on 6 months ago are now showing up. Therefore there is a Age component to a link. But if you change the anchor text of that link, the link goes away. Stay tuned on this...

I don't touch reciprocal links or paid links, as they usually don't carry much weight and can get you penalized. Minus those, you should really go for any type of backlink you can. In particular, go for Authority and Relevant links. It doesn't really matter where they come from - blogs, comments, articles, press releases, social networking, digg... just try to make them as relevant to your topic as possible.
I think reciprocal links or paid links are the most easiest ways to get your site on the top. You will only get penalized when you dont used your common sense.
