Different propagating time?

I changed nameservers on 2 .info domains. I did that with just a couple of minutes of difference. One site is already resolving to the new server, actually, is has been like that for over an hour. The other one is still using the old server. Shouldn't both of them be using the new settings?? Why is the second one taking much more time? Is this normal??

because it takes time for the new dns machines to propagate. It can happen quickly or it can take up to a day

Your ISP may also store dns info, if you visited the site recently.
