Answer from a different post: bounce rate is they come to your site and leave without looking around (so they view 1 page and leave) exit rate is the page that most people have left on after looking around the site.

Bounce Rate is the ratio of visitors visited only one page of website and then exit to total visitors. As of now, Google doesn't take your bounce rate in consideration because for some informative site people comes to website and see only one page and then get exit as they got what they want. It's better to consider avg. time spent to get picture of user engagement. Exit page is the page from where your visitors got exit. That means that page is not performing as you have expected. For example, if you have e-commerce website and visitors getting exit from check out page, that means they are not convinced with your promise about customer service. So change it and try to build more trust and faith to make buy them.

Bounce rate is the percentage of single-page visits (i.e. visits in which the person left your site from the entrance page).
Exit page is the last page of website when visitor leaving that site.

I like single plain explaination (Bounce rate is the percentage of single-page visits) under 40-50% is good bounce rate, if it is high you need to take care of your page that visiter stay long on your page or site.
