different advertiser list for a new account

hi,

i have cj account for 1.5 years (5 bar publisher). there is approximately 2300 advertisers in advertiser list at my acc. recently, my friend opened an account and he has just 286 advertisers offered in that list. what's beyond that?

 

1) From which country is he ?
2) I assume CJ started to show to newbie publishers only those where they can participate to remove lot of stress as well as possibilities

croatia. how can country be important for smth like this

 

Cause CJ advertisers looks at you very different based on country too.
