Pay per visit refers to CPM. The difference is that you get paid on a different basis. Also, you can't really determine what is best completely. If you get a higher CTR (click through rate) on your website, you should go with CPC. But, if you get less clicks, but a lot of impressions or just get a high amount of impressions compared to clicks, you should go with CPM. On an advertiser basis, if you have an enticing banner and you get a lot of clicks compared to the impressions, (high CTR), you should go with pay per visit (CPM model) because that will ensure you get more for your money's worth. But, if you get less clicks and don't mind paying for each one, you should go with PPC. Doing some small tests can help you choose which one to go with. I'm not a PPC expert or anything, but that's just my two cents.
It depends on your site PPC normally pay better compare to CPM but some niche is hard to get click but easy to get impression then might consider to use CPM
Pay Per Visit maybe you refer to popups , then you get paid on CPM basis it's profitable if you have high amount of traffic but it's also annoying to your visitor CPC is good especially adsense because they fit the content and more clickable than other ads and you may earn more this way especially if you have good keywords and good GEO traffic
