They can be nearly synonomous but CPC is more often used when refering to advertising campaigns you are running as to how much you are paying per click(visitor). PPC is more often used to refer to the general idea of what you are doing.
ie: I am using PPC advertising on the internet. My CPC is running about $.28

PPC can refer to the always unethical but not uncommon business of paying people to click on ads so that the "employer" can receive money from his advertisers. PTC (paid to click) is the more appropriate term for this. When people use "PPC" in this context they are incorrect, but ignorant PTC type people make this mistake often.

while the definitions are not set in stone, here is a good explanation with examples:
    Google AdWords: PPC
    Google AdSense: CPC

Publishers monetize their sites with CPC ads.
Advertisers buy traffic with PPC ads.

Advertiser is PPC, they "pay per click"
Publisher is CPC, they get "cost per click"

Pay Per Click (PPC) is an Internet advertising model used on search engines, advertising networks, and content sites, such as blogs, in which advertisers pay their host only when their ad is clicked.

Cost per click (CPC) is the amount of money an advertiser pays search engines and other Internet publishers for a single click on its advertisement that brings one visitor to its website.

ppc : pay per click > an internet advertising model, like google adwords.
cpc : cost per click > how you pay for the advertising model. refers to the amount you are willing to pay for every click of your ad.

PPC is Pay per click is a advertising program by Google..
CPC is Cost per click Accrued when a user clicks on a add....so the difference is CPC can also be defined as the actual cost you pay when a user clicks on ur add...and PPC is just a name of this Adwords Program...

Please clear me if I m right....

    Well...

PPC is basically a framework for advertising and CPC is a metric for measurement.

Like Pay Per Click is mechanism for advertising while cost per click is a metric that helps to evaluate it. Like if your CPC is going higher than you need to take steps to take it down to make your PPC campaign effective.

Let me know if there is anything else ?

    Thanks
