Google panda was considered the black hat seo technique at first time. Where as Google can't accept white hat SEO technique.
The main objective of the google panda is by penalize the low quality sites,whereas Penguin is focused on over optimization.
If site is over optimized, then Google will punish you for over-optimization. It will remove all your backlinks
Penguin update is the latest Google update affecting sites with a severe lack of natural links. They say it’s the same update (with some improvements) that Google first released by the name ‘Over-optimization update’ and then the Webspam update. The Panda update is all about over-optimization of onpage SEO factors, backlink anchor diversity and the context of those backlinks.

Penguin = Onsite EDIT: This thread is a perfect example of why so many people don't trust Digital Point as a location for SEO. Almost no one here had any idea what these algorithm changes were; they just did the class DP thing which is to copy the most popular answer over and over again, hoping it's true. What is true, evidently, is that a whole bunch of people can be wrong together and still think they're on top of the changes in the industry.
Panda updates are to target pages that aren’t necessarily spam but aren’t of great quality. This was the first ever penalty that went after "thin content" and Penguin is an “important algorithm change targeted at webspam. Penguin update will decrease rankings for sites those are violating Google’s existing quality guidelines.

Guys... I looked at the wikipedia page for Penguin and Panda. lol they're terrible. "The main target of Google Penguin update is to check webspam." with no citation. Panda was about overly optimizing for keywords sent to poor backlinks. Panda had to do with anchor texts and keyword overstuffing in links that correspond to keywords on your site, not the keywords on your site themselves. The user experience targeted in Panda had to do with people clicking on spammed links and going to sites that were bad. What was targeted was the poor linking. Horrible sites were still ranking due to smart linking. Penguin is about actually improving user experience. It doesn't target backlinking, it targets the result of backlinking: visitors coming on your site. I understand they sound kind of similar, but you need to look at it almost backwards. During Panda, so many people I know with great content and horrible backlinking got smashed and recently people who overoptimize keywords are done for, but no changes have been made to how you can backlink. Do not just listen to what is thrown around and ESPECIALLY do not listen to Google themselves. They have no incentive in telling you the truth so you can avoid and go around their algo updates.
