Difference between paked domain and spam site

    In the eyes of a search engine, what is the difference between a spam site or a parked domain?

    Spam Site:
    - Tons of links pointing to some "pharma, gambling, adult" etc related sites.
    - Keyword stuffing on main page with anchored links
    - Hidden links
    - Connection to bad neighborhood sites

    Parked Domain
    - Advertisement by third party which does not carry any dofollow juice, something like Godaddy parked domains.

    Is there a particular code for a parked domain? For example 301 is a permenant redirect.

    Or is it really just a page for advertising.

    What is stopping people fro buying 100 domains and make their own page on their own web server and call it a 'parked' domain and then have all of these 'parked' domains point back to their own main site?

    If it is 'parked' then what is stopping Google from penalizing such sites?
