Is there any difference between Adwords and Adsense rules?????

I am asking so because I have seen an Ad with symbols which are not allowed in Adwords.
Here is the example of that ad:-

    --=( ABC )=--
    about ABC.
    www.A-B-C.com

    Experts please comment on it.

I don't know about the specific symbols you cite but adsense is simply the flip side of adwords and since the ads from adwords are published on adsense sites, the same rules must apply.

The only thing about the example you cite that I can fathom is that the advertiser requested an exception.

As my experiences show Adwords and Adsense has different rules.
Some symbols in Adsense are allowed to use but on Adwords those symbols are restricted, So it means they have different rules
