    There is no "difference", as you have put it. The goal is the action of the user you want to track, in most cases a sale, lead or enquiry, although tracking can be implemented for a number of other user actions. The funnel is the defined navigation path that the user has to take to complete this goal, or action, indicating the entry and exit points at page level throughout the process, allowing you to optimising your conversion funnel by limiting user exits from badly performing pages.
