That alone says it all you wasted the money providing you actually did this. As I would think coming and bragging after the fact that you dropped 1k on his service when an average wanting to know these things would have asked in advance if he should spend that kind of money for nothing in return.

    Thanks for all your responses!

Just to answer a few questions, and some side comments:

    1. Most of the inbound links created was PR0 and PR1. Probably I could say 90%-95% of them. I was looking at the inbound links, and many of them are irrelevant to my niche market.

    2. The SEO developer I hired is one of the most reviewed/most hired SEO developers in Elance.com. I based my decision on hiring him based on these factors. Of course, there were also many based in the U.S., but budget wise, there is a huge difference in hiring someone from India compared to hiring from the U.S.

    3. As to my knowledge, at least 2 of my competitors are SEO geniuses, where they also advertise offering SEO services in their website. They attend SEO/marketing seminars of well known people. It may say that the niche market I am in is very competitive.

    4. What do you think I can do to further improve my rankings in organic search listings for Google/Yahoo/MSN? It seems to me that hiring him for the monthly maintenance would not really boost up my rankings to my desired positions (top 5 results).

    Thank you!

you are now asking for advice as to what you can do to improve your rankings and you do not believe the person you hired can improve it so in your own words he has not done a good job....

The work done for 1000$ seems not enough. If you are already ranking at 9 then moving to 7 is not worth as 4-5 month is a big time assuming your keyword is moderately competitive.
