Did Google penalize a website for using popads?

    google rejected reconsideration request

    now i have removed juicyads banner code and re submitted reconsideration request

    so its not for popads code
    can be for juicy ads banner ?

    also from another perspective i think that the change of IPs when server was changed have something to do with ban

    last time when the website was deindexed
    there was change of IP just before that
    and this time also same thing happened
