Hi, My friend from a far distance wants to create a Messenger. Here's a brief of his story. I'd say you all please tell me the average $$ he need for the development of it.

Actually He needs someone who can develop a messenger, do patches for new flaws. and recreate updates etc work. So, And he's Dumb guy
