It really depends on what you want from your Website. You can use Intuit, GoDaddy or several other hosting companies to create a Website in under 30 minutes. They provide templates which allow you to enter text, videos, html, and other elements. The templates are professional looking and real time savers. If you want more control, you may want to look at developer tools such as Dreamweaver. It's not a low-cost software package but it will allow you to create very elaborate Websites quickly (after you learn how to use the software). Obviously you'll need a hosting provider.
