I am developing a new site and i need a bit information for its offsite optimization. While link building is a crucial part of higher SERPs and page ranking in major search engines, should we have to build backlinks for individual pages or just index page. I mean if i have a site hxxp://example.com, sud i build links for hxxp://example.com/index.php or hxxp://example.com/backlinks.php? Need suggestions..

Keep the links spread out (as well as anchor text), meaning linking to individual pages too. Having all the links pointing to your home page doesn't look natural (if you have a few links it's not a problem, but if your site has 1000s of inbound links and they all point to the homepage there's a good chance of being penalised by Google).

Building backlinks to individual pages also allows you to target more keywords. There are only so many keywords that you can target on your home page.

Spamming back links is not a solution, targeting your niche is a more viable solution

Collect backlinks from the index page then you can also go with the collecting backlinks for individual pages. But collect backlinks from the unique or different websites..

Stop thinking about search engines and start thinking about humans.

Link to pages (deeplink) if and only if they're relevant. For example, if you publish an article in an article directory that is about the general subject matter of your site, link to the homepage. If you write an article about a sub-topic, however, link to the page on your site that serves as the most relevant landing-page. If you publish in an article directory that allows multiple links in the resource text, and you write an article about a more specific topic, it often makes sense to link both to the specific topic page, and the homepage.

I've thoroughly analyzed my traffic, and when I write articles on more specific topics, some people click one link and some people click the other. People will click the link that is most relevant to them; make sure that you choose descriptive, relevant anchor text, and make sure that the resource text around the links clearly explains what people will find when they click the link.

If you build links just for search engines, you'll be wasting your time. This sort of link building will just confuse search engines and will make your site's appearance in search results less relevant to humans; people won't click them and you'll fall out of rankings. Your link building should help the search engines to find the most natural way to display your site in search results.

Make backlinks for everypage on your website if you can. Obviously making more for the more popular or important pages, thats always helped me.
