    This might be a stupid question. How the suggestion tool from Overture works?

    I want to make something like that for Romanian search terms. Any articles where this is explained?

    What do I need to be able to make something like that?

    You need at least a sample of real search data, and better be a massive database. Maybe partner with one of Romania's larger search engines who can provide search data. Some stemming script to find broad matches would be handy too.
