    They're Internet was cut off, no one in the ukraine can access the internet.

    Smart and good developers are not cheap and doesn't matter where they are: in Russia, Ukraine, USA or India. Go to some freelance websites and try some student service , they will be cheap (no guarantee they will be good)

    Hi guys! Everything is OK with the Internet in Ukraine! I agree with @Happster, high quality development is not cheap and it doesn't depend on the country.
