Develop blog locally before posting live

Does anyone have an easy way to develop a Wordpress blog offline or locally on my C:/drive for example first so can view, test etc before uploading it to my web host and going live with it?

Found HT Tracker but looking for an easier way to do this.....tks for your feedback and suggestions.
