Buying Develop a Web Based Video Conferencing Service (Click2Call)

    My Budget is quite large. I have a project pertaining to Video Conferencing for Health Care.

    We need to develop a web based application that enables a deaf user at a hospital to Video Conference with an Interpreter using (American Sign Language - Consists of hand movements and gestures to suggest words) and the Interpreter back to the doctor (who is with the deaf user at the hospital) user through voice and text. The Interpreter will be available at the call centre so we need the application to be SIP and H.323 compliant as these are the protocols through which the application can connect to the call centre.

    The aim of the application is to make a web interface for a deaf user and his doctor to go to the website, click to call and connect with a interpreter who in turn conveys the meaning through voice and text.

    The Application should be launched from within the browser and can use Flash, Java, Etc. anything to attain compatibility with Maximum Operating Systems. We intend to make it work on Android, iPhones, etc.. smartphones also so clientside API is also something what we are looking for.

    Finally after the application is ready, we need to make it to bill the account for using the particular service.

    This is something like a Click2Call service which connects to a call centre through SIP and H.323 Protocol.
