Determining Adsense Ads

What part of the page specifically does AdSense pull it's data from on our pages to decide which relevant ads are right for the page? I ask because I've been getting a lot of totally out of left field non-relevant ads on my pages, and while I don't care about the price of the keyword, I do care about the relevancy of the ads..

i think its pulled from the overall theme of the page, so it would include a bit of everything, keywords - description tags, headers and of course actuall page text

I think that not many publishers have an answer for this, because they focus more on getting their CTR's up. Perhaps if more focus was put onto this topic, those CTR's would increase due to highly relevant theme ads.
