    personally i'd try to find something with a dual core

    256MB DDR MEMORY
    by todays standards you need atleast 1gb of ram to do anything :O

    40GB HARD DRIVE
    Again, very little and could use an upgrade

    4 USB PORTS (2 FRONT , 2 REAR)
    Can't complain

    ONBOARD SOUND AND GRAPHICS
    Wouldn't touch this with a 10 foot pole. :O

    Only thing you'd have to upgrade is the ram to maybe a gig. Probably safest you use XP 'cause Vista will drain it.

    Nope its impossible. you can not use windows Vista with 256 MB.
    you need minimum 512 Mb to run windows vista caz vista eat a lot memory.
