Design your website with photoshop, Then learn how to slice it.
After that you need to convert into Valid Xhtml/CSS markups, and later on you gotta implement xhtml to wordpress.
For that you need to learn wordpress Template tags, Loops, basic theme files, etc etc.
wordpress Codex might be good place to learn it.

Create your website structure using XHTML and style the elements with CSS and images where needed. Then take a peak at a few Wordpress themes and see how they work.

Then, when you feel you are ready start inserting the Wordpress framework around your template... Or copy your HTML into a base WP theme and update its stylesheet with your own CSS.

Photoshop is not the only way to design a website.

browse through various wordpress themes ( eg: smashingmagazine.com/2008/01/08/100-excellent-free-high-quality-wordpress-themes/)

All the wordpress themes are very user friendly, i feel you shouldn't have a prob working out.
