He wants a database driven website, at least i think that's what he means. Joomla is pretty good, i can make templates/themes for this, if u want it built from scratch it would be a lot of work doing all the admin panel pages + engine etc etc... Which will cost you a lot more than getting someone to make you a custom theme for wordpress, joomla and other CMS engines and adding in the relevant features that u require.
