Designing for advertisement?

    This is going to be a convoluted question, so bear with me.

    [big huge hypothetical example]
    So, say I wanted to make a pet website. On the site I would offer all sorts of info about pets. Then I could get into breeds.

    On the site, let's say I wanted to offer dog catcher advertising. But I don't know how in depth I want to go.

    Maybe 3 levels of advertising:

    1. regular placement ads and charge for where the ads are located on the page i.e. top, above the fold, below the fold, sidebar, etc
    2. form ads: where customer fills out a form and the dog catcher list is in drop down and when they submit, it goes to my database and I charge the dog catcher for the info
    3. page ad: where a customer clicks on a dog catcher and I have a page set up for him, and they also can fill out a form for that dog catcher right on his page, so I charge for both the page and for the info

    First of all is that a good idea for levels of advertising?

    So then the question is, If I wanted to implement that, would that be a straight html/css/php thing? or go with a CMS?
