Have you looked at drupal? It's an open source project so it's free. All you have to do it register with a hosting service and upload drupal.
on low budget, 2 options, free template or as you trying to do, get someone to build it for free. Won't be easy for you but u never know. Maybe a low fee might help like even $50.
