Descrition of the term "contextual"

There have been many discussions about not being able to add Adsense ads to pages which contain competitors "contextual" ads.

Does anyone actually know what "contextual" really means?

My understanding is that it is any adverts that are non-static i.e. what appears is driven by the text in the page. However if that were the case it would actually be OK to add Adsense ads to pages carrying OMG Ads (http://www.bfinancial.co.uk/Advisors/13267.html)

OR does it means any adverts that are simply "related" to the text, in which case you could NOT add to the page I used above as an example.

I am sending an email to google but has anyone checked this out before.

contextual means ads that are automatically served to you on the basis of what content you have on the page.

"automatically served to you" is key phrase here.

Not ads that you have chosen to go on your site.

Yeah, regarding the choice of the term 'contextual', maybe google could pick a more clearly descriptive term...
