Some websites don't use description meta tag and we can see their description lines from the organic search results. How can this happen? I dont think Google bot can create the hand made description by himself. And should this cause any penalty? thanks
What the? Of course it can. And a quick five second look tells you how. It grabs the most relevant piece of content from the web page.
Right, Google would pick up their page contents as descriptions in the SERP pages if it could not find the meta description tag. Have a nice day,
Google can look at content to derive the description. They can also look at dmoz/odp to find the description for your site in some cases.

Google picks up description to show in its search result pages from three desinations: 1. Available from the meta description tag of the page. 2. From its directory if the site is listed there & 3. Use the excerpts from the page content.
Google willn't create description for itself rather tries to take from the below three places. 1. Meta description 2. The first one or two lines of the webpage content 3. DMOZ
If the site doesn't have meta description Google uses the content from the page to display as description on search results.
