Yes and no, it adds some on-page relevant content. On your actual web pages the content should already be relevant to begin with.
I've had this question myself and can't find a clear answer to this. My guess is only google knows how they search for relevant text alongside a link. I personally would like to know how the crawler views and ranks surrounding text based on character length, attributes (bold, italics), lines, etc.
I look at it this way, it would seem to make it easier for the search engines to determine the keywords associated with that link and the page it goes to. On the off chance it truly has no impact, it can't hurt you. No risk and only possible rewards, so why not always do it that way?

If you are using it for visitor then I think it is important as well as Anchor Text. So, I think both are important (Anchor Text and Description)
