Definition of Adsense Premium Publisher

I've been using YPN for 4 months now and RPC is decreasing constantly, so I want to try out Adsense..

Do Preimium Publisher really exist?

if so where do I sign up and what's the requirement?

I have a site that gets 60 million pages views a month

I wouldn't use AdSense on a free hosting site. You don't know what people are going to do on those sites that might break AdSense TOS. Or do you police those sites 24/7?
