    Hey,
    Recently coded my own site using html/css, there's not much functionality behind it so html was the easiest option for me,
    anywho..
    Keywords!

    Is it best to define the keywords for each individual page?
    Or is it safe/better to use all the keywords that are relevant to my site and use it in all the pages throughout the site? relevant to a specific page or not.

    Is this the correct way to use keywords?
    <META name="keywords" content="KEYWORDS,KEYWORDS,KEYWORDS">

    from my experience focusing on 2-3 keywords for each page is the best way to go.
    plus, i never define my keywords in the META tag. google finds me anyway...(i've seen some top ranked sites who hasn't defined any keywords at all)

    MEta keywords don't have impact on SERP anymore, since Google ignores them. And yes, your structure <META name="keywords" content="KEYWORDS, KEYWORDS, KEYWORDS"> is correct

    I think it's best if page is optimized for one or 2 similair keywords. You should focus on information structure also.

    Meta keywords are not check by Google, Google ignore them. Instead of meta keywords use unique title of each page and use your best keywords in title tag. This help you to target at least 3 or 4 main keywords for each page.

    Define different keywords for different page instead to use same throughout. Choose keywords only related to content this will help in fast ranking.

    Targeting different set of keywords on different pages is one great thing to do.
    You must use the most important keywords on the homepage of your site and then use the others on the inner pages in the order of priority.

    no its not right to put all keywords on all the pages.You have to put different keywords on different pages related to the content of that page.I have also developed a html site and i can understand your dificulty.It takes much time to type keywords for each every page but if you dont do it you will not get the high rank in search

    In my mind i think you have to define one keyword per page in Title tag and choose another keyword for another page.And with this method you can get ranking easily in SERP.
