Depend on what you are planing to host in the server. Static pages, dynamic sites, forums? C7 is a low cost processor which is not the best option for "CPU hungry" sites

http://layeredtech.com/ or http://www.softlayer.com they allow proxy hosting. Keep in mind that maybe you find some other nice offers if you look around but ask them before you signup if the ALLOW proxy hosting in their servers. Not all allow them.
