firstly start ur file hosting service on 2tb if required u can join ask them to add more bandwidth later

 

4 -10 TB HDD starting = upto 10TB bandwidth

Any files it can be , up to 10TB as a starter.

You're going to need to raise your budget. Ignoring the bandwidth. $100/mo won't buy you 4-10TB of disk space.

 

You may try centsi dedicated servers, I do hopw they will be good for your needs, the OP.
Prices are not high on them and their servers are characterized with stability.

 

for starting i have this much budget , after 2 - 3 months i will upgrade
