    I want to rent some dedicated servers for a email marketing business.

    I want to know how works the ip rotating system?

    The only reason you would ever ask this is if you plan on sending spam.

    IP addresses are not rotated. You get a block of IPs for your server and that's it.

    Exactly. Even if you did change the outgoing mail ip on the server, if you are spamming then the entire subnet could be blacklisted so it wouldn't matter if the ip gets rotated or not.

    What type of emails you would be sending? Where is your target audience based? How many emails a day you will send?

    Wow this is certainly "spam". You might need an email relay provider for your dedicated server or there will be a very high risk that your ISP will terminate your server.

    Sending SPAM will block your ips by major email service provider like Google, Yahoo, MSN etc and your email will not delivered.
