    can't happen in this budget 4 x 500 gb hdd raid 10 means a custom build sever plus KVM on ip will it self be some 100 euro on set up only with cost of cpanel extras , your b/w requirement is ok but specs needs a custom build which can cost you around 500 to 600 usd p/m , and on custom build server d.c will need a minimum 3 to 6 month payment up front.

    I would suggest PacificRack but there incoming bandwidth isn't free, still nice to check out also.
