http://www.hetzner.de/ is a bargain provider in Germany, and they seem to get some pretty good reviews. They definitely have servers within your price range...they actually exceed your requirements significantly. Finding something in the US with those specs at your pricepoint should be fairly easy as well. Dual core servers are considerably outdated, and 250GB hard drives are on the low-end as well.
Taking the advantage of the opportunity, I can put forward a suggestion to have a look at rightservers.com managed dedicated servers.. Overall reliability is great, the control panel is easy to use, and useful, things work the way they say they will - basically impressed with these guys.

everybody just seems blindly putting their suggestion and referring their website, though I will give you honest review, your price range for such configuration is way low, unless you looking for a unmanaged server, even I doubt you will find a good provider on that price even in unmanaged.
