There may have been some value in a dedicated IP address 6 or 7 years ago when SPAMmers would frequently set up dozens and dozens of sites on a single server to flood a particular market, but with the proliferation of sites on shared hosting systems its certainly not a reliable signal of quality (or lack of it) and I have never seen any evidence that an IP address has any impact on Google's automated ranking systems. It would only conceivably come into play during a manual review by an employee, and that would certainly not concern an innocent website owner.

From what I know ip addresses are only used for 2 things:
    - A link counts less for PR if it is coming from a website from the same ip
    - A website will rank higher for local searches if the ip (server) is local.

But I don't remember where I read both of those.

me either. It makes absouloutely no sense. Your position on SERps is influenced by the relevance of your backlinks (some will say their quantity), the title of your pages and to a smaller extent, other inpage optimization factors,as far as the search term is concerned.

Sites on the same C-classes will give each other lesser pagerank then if they would be on different C-classes . this still applies and is just a old way to catch spammers .
never the less you will get backlinks and pagerank maybe less but still some .. so it never hurts !
