Yes it is and I think it is blatantly evident that these servers aren't on anything near 100mbit connections.

Airtel only offers 2mbit connections for their users according to their website

 

We have 8 mbps connection in our university from reliance and a 4 mbps from STPI with a load balancer.
With 8 MBPS line we hardly get 400 kbps download speed even on the server, and this is the highest they can offer AFAIK.

Using a 100Mbps server. I probably just killed his network doing this test.
