What kind of requirements do you need in terms of disk space/bandwidth? How many online users at a time? Do you have a target audience where visitors will be coming from? Hosts may or may not lend a hand with converting your forum, but it may be more or less whether the tech that is answering is willing to do so or not.

You need minimum a VPS for a forum of this size. But yes, If you can provide some idea on your Bandwith/Space then I am sure there are many around which can help you and offer you signup offers. Also, if the majority of your traffic is UK based, your best looking for a UK/European based host for best page load speeds and resolution. Regards upgrading to VB you will need to budget for a license and in terms of cross-compatability you may have an issue in terms of copy information over and you would probably be best starting a fresh virgin install on VBulliten and get your members to re-sign up. Most small hosting like myself would be happy to assist in both the transfer from your current provider for the initial install of your services. Regards.

You may not be able to beat that price, but surely you can beat the performance. RAID1 should never be used on a shared hosting server. Performance is going to suffer greatly. 8GB of RAM might have also been great 5 years ago. Now, that's awfully small by today's standards, especially when you're considering hundreds of accounts on a shared server, all trying to use that RAM. Core i7's are not server-grade hardware. It's desktop hardware thrown in a datacenter somewhere, with no enterprise-grade equipment, no ECC RAM, etc. You get what you pay for.
As well...the company that quote came from appears to just be using a reseller account or master reseller account through another company. They don't own those servers. When they have no control over the server, that could potentially be bad news when something goes wrong, and you are now 3 or 4 layers down on the support chain.
we definitely agree on this one but the point I am interested about how even with the reseller account someone can offer that price and still find customers (obviously he does but still hard to understand)
It's very easy to offer those prices when you aren't actually paying for a server. When you're only paying £7.50/mo. for a master reseller account, it's quite easy to make your money back. Unfortunately, it's the clients who suffer.
