    I think so, No. Because paypal itself is providing debit cards.

    I'm searching for such type of card too.
    There are many cards, but nothing is free (around $10-30 for a card without shipping).
    I used VirtualMoney ATM card (www.virtualmoneyinc.com) in past, but it was really bad one... Anyway it worked.

    lots of Indian banks offer free Debit cards which work online and with paypal.Try PND , HDFC or any other major bank

    No you can't use Indian debit card with paypal.You need to use either VCC or CC for paypal.
