Indian debit cards are meant for payment in Indian Rupees in India and Nepal only. If they had possibility of payments in International Currency then Indian Debit Cards could have verified Paypal Easily which I am afraid is not possible untill RBI i.e Reserve Bank of India makes a decision like this.

I have an international Debit card as well, but I still couldn't get my account verified. They told me there was an error processing it.

Eddy, I have a Master card but that wasn't accepted either and it was issued by Citi bank which is a Global bank.

Debit cards don't work with paypal for verification. You should have a bank account or credit card to verify your account.
