To verify your paypal account you would need a credit card. Indian debit cards don't work for verifying paypal accounts.
Discussed so many times here before You can't verify your indian paypal account using any indian debit card. You need real Credit Card to verify your paypal account or addon credit card if your parents/brother/sister has one. There is no any other valid option for that. DON.
get a real CC and be happy to be verified thats the only option with indians now it was once there i think because my friend verified using canara debit card ( one year back ) but for me out of luck its not accepted

I linked my HSBC card to Paypal and now it says to confirm the Card by entering the four digit pin..They said it would be available in my card statement in 2-3 days but i dont use it for internet transactions...Will i receive the paypal pin with the card statement by mail at the end of this month ?

I don't know about debit cards but my credit card didn't work either. When I contacted the Paypal guys, they told me that the bank wouldn't let them take out the mandatory $1.9 that they need to verify. Despite the fact that I had a silver premium Citibank CC.

I would think that debit card in general if they are issued by VISA or Mastercard would work if they can be used for international transactions but sadly most which are issued by Indian banks can only be used in India and possibility in Nepal.
I'm from the Philippines and I was able to verify my Paypal using a Debit card. My Debit card has VISA ELECTRON on it and paypal accepts VISA cards even those Electron ones..
