This forum has many directory owner members. What exactly are you looking for in the directories you want to submit to: PR? Reputation? Indexed pages? Editorial guidelines? Age? One important factor I personally look for in a paid directory is how well it is maintained and how often the owner/administrator updates the site...(I wont submit to a directory whose owner himself has lost interest in the site and you can tell when that happens) I am glad that you're looking for good paid directories unlike many that look for (and promote) spa##y free directories, and ask others to submit sites...

As far as keyword goes, as long as the directories accept your anchor text for the site you're submitting...you'll eventually rank for that keyword on Google(chosen as anchor text)...Some directories are very strict when it comes to anchor text and some aint. Some only accept your domain name or actual business name and NOTHING else as anchor text...May be you should visit some directories and browse through some listings to have a better idea of their 'anchor text policy'... As far as targeted traffic goes, most directories wont send you lots of traffic unless you're listed prominently on the homepage or something...unless the directory has additional features that attract lots of traffic to itself (a blog/ articles/gallery/other stuff) The only directories that would guarantee you 'some' hits are probably dMoz, BOTW and Yahoo!...However, being listed in other paid directories could get you transient traffic too.
If you could mention your budget too, I can surely point out some paid directories from my network and other paid directories.
there're a handful of useful directories: 1. Yahoo 2. DMOZ 3. Business 4. BOTW 5. SearchSight (I had good results with them) Basically, you look for directories that do not list every website, thus the quality of directory is better and SE's trust them more. The worst directories are directories built on high PR domains bought here on DP with the purpose of selling featured listings but owners don't care about them.
On a serious note sorting Paid Directories according to PR 'sucks' according to me and when categories are made for 'PR' its even worse.
