I built backlinks to a website 2.5+ Years ago and now 10%-15% of the domains from where the backlinks were coming has expired but the Google Webmaster Tool still index backlinks from these Expired Domains and the actual page on site shows parked pages. Now I want google to De-Index backlinks to my website from these domains and not to index these websites again.

Any possible way to achieve this and get rankings improved?

You can't control the backlinks to your website. Only way to get rid of unwanted backlinks is to send e-mail to the founders of these websites for a request of backlink removal due to Google Penguin or Panda affecting your website.

Unless these backlinks are from your website to your other websites then remove the backlinks to whichever website you want to not getting backlinks from.

If you have messages in your Google webmasters with violations for the backlinks, you can ask Google for reconsideration by here: https://support.google.com/webmasters/answer/35843?hl=en

Any unwanted backlinks, be sure to write the contact names and where the backlinks are at so to show Google that you are truly trying your best to remove them but none of them respecting your wishes to remove the backlinks from these websites.

Yes This is true, You can't control the Back links to your website. Now now 10%-15% of the domains Back links are showing on your website in Google webmaster tool. It means links are broken & But still Google has index those broken links So in this case you need to add robot.txt file, With help of robot.txt file Google won't index Broken & unwanted Back links.

You don't have to disavow anything. The links no longer exist.

As those links are from expired domains, you don't have option to contact their webmasters to remove your backlinks. In that case you can apply these steps:
    1. Download all the backlinks, to your site, and get a list of expired domains back links and recheck the whole list to find other spammy backlinks
    2. Try to contact website owners which from you got spammy backlinks and request them to remove your links
    3. Then make a list of spammy backlinks that you were able to remove successfully.
    4. Now you will use the "Google Disavow backlinks" to upload your expired domains' backlinks and other links that you couldn't remove contacting website owners and request Google not to count those links.
    5. You should include some evidence of your bad links removal efforts while using Disavow backlinks option. Such as, you will include the message you sent to website owners to remove bad links. I mean everything you did to De-Index those bad links.
    6. That's it. Just wait for a few weeks. You should receive message from Google and see that those links are not followed anymore by Google.
You can get more info about "Disavow backlinks" from here: https://support.google.com/webmasters/answer/2648487?hl=en

Well. You can't control those backlinks, but a kind email could work. Also don't forget you could use the Disavow tool to de-index those backlinks... But better check again if they won't be helpful in the future! ;)
