DE-INDEX sites / domain names

I have a few URLS that have been DE-INDEXED from google. I would like to keep these domains but im not really sure how to get these domain names on googles good side. Most of these sites have dupe-content. I was considering removing the sites and starting fresh with the domains. I would like to know what is the quickest way to get my domain names back into googles search the fastest after the have been de-indexed.

Also, is google webmaster tools worth using? I have heard, that by using google webmaster tools with site with dupe content you have a quicker chance of getting de-indexed.. not sure if this is true....

ps: Also i understand dupe-content has gotten me into this mess but face it, we ALL have sites with it =)

Does your site has been banned? If that's the case I think it's hard to get indexed immediately.

I think you need to force G to reconsider your site. In a way your domains are punished for duplicate contents.

Why don't you simply give SE the unique content they are looking for and get rid of the duplicated content ;)

Even if you start the site from scratch you will still have to request a reconsideration from Google.

If you sold the site I believe that the new owner would likely have to do the same.

i guess my question is IF this was your SITE / DOMAIN. What would you do and please once again no comments on the dupe-content. 80% of the web uses dupe-content....

Where do you get these bogus numbers from? And if that's the case, I guess that means that 80% if sites are banned in Google. Stop trying to justify what you know is wrong for starters...
