Is there any information about cyrillic and SEO. I have charset=UTF-8 and content="ru" + I know these geo-targeted search tips/tricks (TLD, local links, ...). But from from SEO perspective, is it enough? How should I write URL's? Title tags? So I'm asking, that is there any information about SEO and cyrillic. I have searched and searched, with finding nothing good.

You should do SEO as always, but only using cyrillic (title, content, within backlinks pointing back to the site, etc). The biggest problem is the URL, it will display in punycode.

It should not be a difference in Google SEO between English, Russian or any other language.

Please note there are several big Russian search engines, like rambler.ru and yandex.ru. I'm sure most of Russian speaking population (in Russia) using these SEs and not Google/Yahoo/Bing.
