Customized YouTube Project

I'm willing to pay somebody for my project. I currently have a youtube clone script, it's quite buggy. I want to build a website that like youtube but customized for other purpose like, people can post and view videos from different regions. Basically, when the people upload videos, they have to fill up a form where later will be used as criteria for other people to do advance search. I'll go to the detail later.
