You want a program that "judges" what to be voted on? So basically AI? Shouldn't you just be able to choose it? Or do you want to explain it a bit better so I can understand what you mean?
"judges" refers to a class of users with the ability to narrow down the nominations in each category to be voted on by the public at large.
